Second workshop on accountability, effectiveness and transparency in the judiciary

The Center for Legal Research and Analysis (CLRA) together with the Institute for Human Rights (IHR) held two-day seminar for the judges and court administrators of the Shtip Appellate area.

During the two-day seminar the present participants, judges and judicial administration employees, from the Shtip Appelate area exchanged experiences of the daily practice of the courts in the Appellate area.

The seminar was opened by Margarita Nikolovska – Tsatsa president of the Institute for Human Rights who gave short description of the previous and ongoing activities together with the Program manager of the Center for Legal Research and Analysis – Nikola Jovanovski.

Representatives that also addressed at the opening were the President of the Association of Judicial administration – Mr. Saso Temelkoski, and for first time present at this event, Mr. Sasko Georgiev, representative from the Judicial Council – . During his speech, Mr. Georgiev explained the aims and the performed activities of the Judicial Council in the previous period.

At this seminar, second of the five planned, the main topics were efficacy, effectivity and transparency of the performance of the Courts from the aspect of the judges and judicial administration. The aim of these discussion was to link the experiences and to record the incompliances that occur during the performance of the work of the courts, that affect the above-mentioned principles for successful performance.

The key-speakers of the seminar were the director of the AJPP Mrs. Natasha Gaber – Damjanovska, Mrs. Gordana Lazetic PhD professor at the Faculty of Law ,,Iustinuanus Primus” – Skopje, Mrs. Lidija Tanevska – Jadrovska – Chief of the Cabinet of the President of the Supreme Court of RNM and Judge Lazar Nanev from the Basic Court of Kavadarci.

During the session, the director of the AJPP Mrs. Natasha Gaber – Damjanovska referred on the status of the judges (principles and practice) according the international and domestic legal frames and also at the interactive-workshop, together with the presents discussed cases of ECHR.

Mrs. Gordana Lazetic, PhD, in the expose explained the topics ,,Resources in the judiciary as pre-condition for effective Court justice” and ,,Management of the cases in function of inter-operability”.

The main objectives of this seminar is to connect the different topics exposed by the speakers and create full circle of understanding of the inter-operability of the judicial instances, that will increase the level of improved internal and external cooperation between the Court administration. Also, on the topic of stress-management in the profession and the daily activities, Mrs. Lidija Tanevska – Jadrovska had few interactive exercise with the present members of the seminar.

Judge Lazar Nanev referred in the part of transparency in the judiciary, building the integrity of judges, and gave specific expose on the AKMIS system and discipline versus ethical responsibility of the judges as segments of the ongoing reform process of reforms in the judicial system.

 During the next year 2020, three more seminars of the same type will be held, and the conclusions will be translated in one final document – Join Protocol, where specific measures will be suggested with aim for improving of the efficacy and efficiency in the judiciary.
