The basis of this document for public policies is the results of the Second National Report from the Matrix of Indicators for Performance Measurement and Justice Reforms. The research was conducted by the Center for Legal Research and Analysis – CPIA in close cooperation with the Judicial Council of the RNM and the Ministry of Justice of the RNM.
The measurement with the Matrix for measuring performance and reforms in the judiciary was carried out from January 20 to February 15, 2021, and the application of the tool allowed the assessment of performance in five key areas: 1) Efficiency, 2) Transparency and accountability, 3) Quality of judicial justice, 4) Independence and impartiality and 5) Professional development and adequate representation.
Hence, the public policy document is composed of the following five parts that address the value categories mentioned above and provide specific recommendations and proposals that should contribute to the improvement of the situation in the judicial system:
- How to achieve greater efficiency in the judiciary?;
- Strengthening transparency and accountability in the judiciary;
- Quality and effect of judicial justice;
- Necessity of independence and impartiality;
- The representation of ethnic communities in the justice system through the prism of professional education.
