SECOND NATIONAL JUDICIARY PERFORMANCE MEASUREMENT

The Center for Legal Research and Analysis, in cooperation with the Judicial Council of the RNM and the Ministry of Justice of the RNM, begins with the Second National Measurement of the Performance of the Judiciary.

By submitting a questionnaire (Matrix) to all judges, public prosecutors, court officials, lawyers, executors, notaries, journalists, and other relevant target groups, this activity aims to measure the results of the implemented initiatives through a systematic, comprehensive and inclusive process, and reforms in the justice sector against the goals established in the strategic documents of the RNM, European standards and practices.

The application of this tool will enable the assessment of performance in five key areas: Efficiency, Transparency and Accountability, Quality of Judicial Justice, Independence and Impartiality, and Professional Development and Adequate Representation.

The matrix for measuring the performance and reforms in the judiciary is based on internationally recognized standards for the judiciary, as well as the country’s priorities in the field of justice set out in the Justice Sector Reform Strategy 2017-2022. The tool was developed by the Center for Legal Research and Analysis in cooperation with the Ministry of Justice and the Judicial Council of the Republic of Macedonia, and it is the result of a multi-year program activities supported by the British Embassy in Skopje.
