Graduated from the Faculty of Law in Skopje in 2001. He received his master’s degree from the University of Bologna, Italy in 2003 and his doctorate from the Faculty of Law in Skopje in 2012. He has an EU Specialization in rule of law from the European Academy in Berlin, Germany. Zarko has worked for several international organizations, including the Institute for International Law, Washington DS, the EU Police Mission and the EU Police Advisory Team in Macedonia, the OSCE Spillover Monitor Mission to Skopje, SIDA, and the UNDP.
