First National Report from the Judicial Indicator Matrix for measuring the performances and reform in the judiciary

Within the program “Enhancing the transparency, legal certainty and efficiency in the judicial system in North Macedonia”, supported by the British Embassy Skopje, the Center for Legal Research and Analysis (CLRA) created the First National Report from the Judicial Indicator Matrix for measuring the performance and the reform in the judiciary.

This report is a result from the first official national measurement conducted with the Judicial Indicator Matrix for measuring the performance and judicial reforms, and is envisaged as a mechanism in the Strategy for reform of the justice sector (2017-2022) under the section of Strategic planning and policy making.

For the purpose of drafting an all-encompassing analysis of the performances of the judicial system, or a specific aspect interlined with the functioning of the judicial system, this report analyses 1) the perceptions of the relevant target groups (using the JIM), 2) the legal framework and relevant reports (domestic and international) that are following the judiciary and the reform processes in the judiciary, and 3) the data from the judicial institutions (courts, the Judicial Council, the Ministry of Justice, the Supreme Court, the Academy for Judges and Public Prosecutors and the Macedonian Judges Association and etc.). In this process more than 3000 respondents from the judiciary were included (judges, court associates, public prosecutors), lawyers, notaries, enforcement agents, state attorneys, mediators and natural persons as parties to dispute.

The regular and cycle-based implementation of the Matrix of indicators for monitoring of the performance and reform in the judiciary will serve to measure the reform processes across a certain period of time, through diagnosing of problems and obstacles the judiciary faces. The end goal of this approach is to evaluate and encourage further reform in the justice system, toward securing of legal certainty, as well as increasing the citizens’ trust in the judiciary.
