Creation of Matrix for monitoring the performances in the Public Prosecution

About the Project

During the period of June 2018 until March 2019 the CLRA and PricewaterhouseCoopers Macedonia implemented the project “Creation of Matrix of monitoring the performances of the Public Prosecution”.

The project is financed by the UK trough the Government of the UK and had a goal to support the Macedonian prosecution system in its efforts to gain higher independence, transparency and efficacy.

The aim of the project was achieving better performances of the Public Prosecution trough transparent and objective tool for monitoring the performances. The results of this project enabled support in the implementation of the strategic goals defined in the Strategy for reforms of the judicial sector 2017-2022, as well as the priorities of the Government described in the Governments Program 2017-2022.

Achieved results:

1.  Creation of Matrix for monitoring the performances of the Public Prosecution

The creation of Matrix for monitoring the performances of the Public Prosecution was gained throughout engagement of all stakeholders and users in a Working Group composed by lawyers, professors, civil organizations, public prosecutors, representatives of the Ministry of Justice etc.

The Matrix is created on the basis of Comparative analysis of the best practices for measuring the performances and its consisted by the best European and international practices and standards for assessment of the performances of the prosecution systems and their enforcement in national context.

2. Testing of the Matrix in the Bitola area of High Public Prosecution

In January 2019 CLRA and PwC Macedonia conducted pilot of the Matrix with aim for:

Evaluation of its applicability and to note first experiences of its enforcement; to endorse possible process obstacles which should be removed before the full implementation and to get feedback from the respondents and target groups for its improvement and development.

3. Development of a map for implementation of the Matrix and communication methodology between the matrix and the final users

On the same principle of participative and consultative process, a document consisted of Plan and Methodology for implementation of the matrix was developed together with the stakeholders. This documents sets the roles and responsibilities of the main users of the results of the project (Ministry of Justice, Public Prosecution of NM and Council of Public Prosecutors) by use of the created tool and at the same time it could serve as representation of future similar activities with full enforcement of the Matrix.
