Developing and embedding Performance Monitoring Tool (PMT) in the Prosecutorial system in North Macedonia

About the Project

From September 1, 2022, the Center for Legal Research and Analysis started with the implementation of the project ‘’ Developing and embedding Performance Monitoring Tool (PMT) in the Prosecutorial system in North Macedonia ‘’.

This project responds to the serious challenges and needs in North Macedonia to strengthen the functioning of prosecutorial institutions. The proposed project will design and put into practice a Performance Monitoring Tool (PMT) and practices that will support evidence-based reform processes, in order to promote more efficient and effective access to justice for citizens, and enhance public trust in these institutions.

This tool will assess the current performance within the prosecutorial system, identify its needs and weaknesses, measure the results of implemented initiatives and reforms and incentivise better performance in the future. The PMT will also support the needs of the PPO and CPP to develop evidence-based policy that would inform the organisational restructuring. The PMT can also feed future policy-making and expert discussions, as well as define more effective reform measures in line with the internationally set standards.

The specific objectives of this project are:

SO1: To harmonize practices on data collection, input, report generation, and analysis across the public prosecution offices to a single standard so that all information is uniformly collected and input ready for analysis by the PMT;

SO2: To develop and implement comprehensive and reliable tool (PMT) for objective performance monitoring of the Public Prosecutors designed to transform data into actionable knowledge;

SO3: To bring the PPO and CPP work closer to the general public, as reporting against the PMT indicators is expected to contribute to the improvement of the efficiency of the PPO and the positive image of the public prosecution as a whole;
